No. Florida Statute 163.04 states that no binding agreement (including HOA agreements) can prohibit a property owner from installing solar panels or any other energy devices based on renewable resources.

Your HOA can choose the location of your panels as long as their orientation remains to the south or within 45° east or west of due south.
